Namun hasil penelusuran investigasi di wilayah Sendangrejo, Kabupaten Jombang, menghadirkan ironi. Di tengah seruan keras pemberantasan judi, praktik sabung ayam disebut justru berlangsung terbuka, terorganisir, dan nyaris tanpa gangguan.
Dari keterangan sejumlah warga dan tokoh masyarakat yang ditemui secara terpisah, arena sabung ayam diduga milik dua warga berinisial K dan D. Aktivitas disebut berlangsung hampir setiap hari, dengan lonjakan pengunjung pada akhir pekan. Para pemain bahkan dikabarkan datang dari luar daerah.
Lokasi disebut berpindah-pindah, namun tetap berada di sekitar kawasan desa. Aktivitas berlangsung siang hingga sore, dengan sistem taruhan yang terstruktur. Selain sabung ayam, disebut pula adanya permainan dadu sebagai pelengkap praktik perjudian tersebut.
“Semua orang tahu. Terang-terangan. Seolah tak tersentuh,” ujar seorang warga yang meminta identitasnya dirahasiakan.
Yang menjadi sorotan tajam adalah beredarnya dugaan bahwa praktik tersebut tetap berjalan karena adanya setoran rutin kepada oknum tertentu. Beberapa narasumber menyebut adanya relasi keluarga salah satu pengelola arena dengan pihak yang bertugas di Jombang, sehingga setiap rencana penindakan diduga bocor lebih dulu.
Hingga laporan ini disusun, belum ada bukti resmi yang dapat mengonfirmasi dugaan tersebut. Namun ketiadaan penindakan di tengah aktivitas yang disebut berlangsung terbuka memicu spekulasi publik tentang kemungkinan pembiaran.
Wilayah ini berada di bawah yurisdiksi Polres Jombang. Upaya konfirmasi kepada Kapolsek Jombang Kota AKP Edy Widoyono sebelumnya disebut menghasilkan janji koordinasi dengan Polres. Namun berdasarkan pemantauan warga, aktivitas perjudian disebut masih berlangsung.
Secara hukum, perjudian sabung ayam jelas dilarang. Pasal 303 ayat (1) KUHP mengancam pelaku dengan pidana hingga 10 tahun penjara. Pasal 303 bis ayat (1) KUHP menjerat pemain dengan ancaman hingga 4 tahun penjara.
Larangan tersebut diperkuat oleh Undang-Undang Nomor 7 Tahun 1974 tentang Penertiban Perjudian yang mempertegas komitmen negara dalam memberantas segala bentuk perjudian.
Fakta hukum tersebut menimbulkan pertanyaan mendasar:
Mengapa praktik yang disebut berlangsung terang-terangan belum berujung pada tindakan tegas?Apakah ini persoalan keterbatasan pengawasan?
Ataukah ada mata yang sengaja ditutup?Sabung ayam bukan sekadar tradisi yang disalahgunakan. Dalam praktik perjudian, ia menjadi pintu masuk perputaran uang ilegal, potensi kekerasan, serta ketergantungan ekonomi semu bagi sebagian warga.
Tokoh masyarakat menyebut praktik ini merusak mental generasi muda dan menciptakan preseden buruk: bahwa hukum bisa dinegosiasikan. Dalam jangka panjang, kondisi ini menggerus kepercayaan publik terhadap aparat penegak hukum.
“Kalau memang dilarang, kenapa bisa berjalan terus?” tanya seorang warga.Pertanyaan itu sederhana, namun mengandung konsekuensi besar.
Kasus di Sendangrejo menjadi ujian konkret atas konsistensi instruksi pimpinan tertinggi Polri. Perintah tegas telah dikeluarkan. Publik kini menunggu implementasi nyata.
Jika dugaan keterlibatan oknum benar adanya, maka persoalannya bukan lagi sekadar perjudian, melainkan integritas institusi.
Penindakan tegas dan transparan akan menjadi jawaban atas keresahan masyarakat. Sebaliknya, pembiaran hanya akan memperkuat persepsi bahwa ada ruang abu-abu dalam penegakan hukum.
Negara tidak boleh kalah oleh arena sabung ayam. Dan hukum tidak boleh berhenti pada slogan.
